A 21-year-old Madison woman has been arrested in connection with Sunday's shooting that left one man dead.

According to Madison police, Kenyairra Gadson and the victim — 21-year-old Steven Villegas — were involved in an altercation between two groups of people near the parking ramp on Frances Street. The fight moved onto the ramp before Villegas was shot. He was later pronounced dead at a hospital.

Public Information Officer Joel DeSpain says though members of the group may have been affiliated with gangs, the shooting itself was not gang-motivated. He also says that the shooting was not related to the nearby Freakfest event.

The Shooting:

At around 2 a.m., Madison police responded to gunshots emanating from the campus ramp on the 200 block of North Lake Street. First Responders found a 21-year-old African American man who had been shot in the chest and began administering CPR. The man was later taken to the hospital where he died from the gunshot wound to his chest.

In a news conference Sunday, Madison Police Chief Mike Koval disclosed that he was a resident of West Madison and “not actively engaged” in studying at UW-Madison.

Koval says that this was not a random act of violence and that the victim and perpetrator had likely some point of connectivity throughout the evening. He says that police are analyzing a wealth of video evidence from parking ramp security cameras and security cameras from other local businesses that may have captured the event.

Though the primary suspect has been arrested, DeSpain says detectives will continue to investigate the incident and did not rule out future arrests.
